What is Innovatice City?

A new concept of a futuristic city that will be the home of public agencies relocated to provinces and which will provide the best living environment and best conditions for innovation through industry/academe/research/government collaborations.

A futuristic city built at growth hubs that could also host public agencies relocating to the provinces.
The city will become the base where new growth engines are created through collaborations between relocated public agencies and local universities/research institutes/industry/local autonomous governments.
4 types of innovation cities will be constructed. Each city will have its own theme linked to industries local to each city/province and developed to have its own unique characteristics.

Types of Innovative City development

  • Innovation hub city that creates innovation through industry, academe, research institute, and government collaborations
    • Drive regional development through collaborations between relocated public agencies and regional strategic industries
    • Create new growth engines for regional development through industry/academe/research center/government cluster
  • Special city with unique flairs and local themes
    • Each city will convert regional/industry characteristics into brands
    • Create landmarks that represent the identity of the region and a unique image of the city
  • Environment-friendly green city where everyone wants to live
    • Conserve the natural terrain as much as possible and secure the diversity and recyclability of the ecology
    • Create sustainable urban spaces and transportation system that saves energy and resources
  • Education/Culture city with vibrant learning and creative exchanges
    • Provide an excellent educational environment by improving the educational conditions, e.g., special-purpose high schools
    • Produce a sophisticated city culture that captures the characteristics of the region and beautiful sceneries
    • Build a U-city with an operation system for managing an advanced city in the era of knowledge and information
Scale of Innovative City development
Population
The planned population of an Innovative City is targeted to be in the 20,000 ~ 50,000 range
  • 1st stage (2007 ~ 2014, period of settlement for relocating public agencies)Around 2,500 ~ 4,000 people hired by relocated agencies and related companies, around 15,000 ~ 25,000 people from migrating population
  • 2nd stage (2015 ~ 2020, period of settlement for industry, academe, research institutes)Around 4,000 ~ 8,000 people hired by private companies, universities, research organizations in the Innovative City, around 25,000 ~ 50,000 from migrating population
  • 3rd stage (2021 ~ 2030, innovation spreading period)The number of jobs and population influx produced by the spread of innovation clusters may vary by region and size.
Scale of city development
Develop a city with mid- to low population density of 250~350 people/ha, factoring in the environmental issues (e.g., conservation of nature, comfortable residential environment)
  • The estimated size of city development shall be based on a city size that could accommodate the planned population size, land size needed by the relocated public agencies, land size needed for forming an industry/academe/research organization cluster, and reserved land
  • If the population density standard for new cities is applied (25 ~50 pyeong per person),The land size needed for accommodating a population of 20,000 is around 500,000 ~ 1,000,000 pyeong.The land size needed for accommodating a population of 50,000 is around 1,500,000 ~ 2,500,000 pyeong.

Policy development schedule for innovation cities

  • Enactment of the Special Act on the Construction and Support of Innovative City Acceptance of Public Institutes Relocating to Local Cities
    • In order to facilitate the effective and consistent construction of innovation cities, a special statute was passed on the development and support for Innovative City development (came into effect on 2007.02.12)
    • The law covers △ support for the relocation of public agencies and their employees, △ how to deal with and utilize previous sites, △ establishment of special accounts, △ city development procedures
  • Formal start of Innovative City construction
    • A blueprint plan proposing the basic development principles (development objectives, future vision, guidelines for environment, residences, transportation, etc.) called “Innovative City Basic Conception Direction” was developed and provided to cities and provinces (2006.4)
    • A basic blueprint was drawn for each Innovative City to provide the best innovation conditions and residential conditions (‘06.7), and designation of districts and establishment of development plans were carried out in earnest.
    • Work was begun on the construction of innovation cities, based on the development plan and execution plan of each city and province (2007)
