Objectives
- A land site created by the government where companies, universities, and research institutes partnered with public agencies are concentrated geographically to form a mutually dynamic network that could create innovations in the region (based on the Innovation City plan)
Innovation cluster site = relocating public agency site + industry/academe/research center cluster site
Justifications
- Increase the self-reliance of innovation cities and act as a catalyst for reviving urbanity in the provincial regions such as creation of high-end jobs in the region (based on the Innovation City plan)
- Build a concentration of regional industries
- Focused network of regional innovation drivers*
* Public agencies, companies, research organizations that directly or indirectly assist others in generating innovations.
- Article 5 Clause 2 (Establishment of development plans for innovation cities and their execution, etc.) of the “Special Act on the Construction and Advancement of Innovation City” <amended on ‘17.12.26>
- Once every 5 years, the Minister of Land, Infrastructure, and Transport shall establish and implement a comprehensive development plan for innovation cities to accelerate their development. This plan must include a section on building industry/academe/research clusters in innovation cities and incubating regional industries through the cooperation of relocated public agencies.

Development status of industry/academe/research clusters
- A typical cluster will occupy 7% (3,114,000㎡) of the Innovation City’s geographical area
- After completion of construction, public notice on the sale of land was served in April 2014. At the end of 2019, 65.7% of the cluster site had been sold.
- In the 2nd stage of Innovation City development, the focus will be on attracting companies to the cluster and managing them since building the industry/academe/research cluster in each Innovation City is the strategy of the 2nd stage.
